dc.description.abstract This article starts off with a brief overview of the institutional higher education landscape up to the end of 2003. The article outlines the way in which national higher education policies impacted on the institutional landscapes. The role of the National Commission on Higher Education, the White Paper on Higher Education, the Higher Education Act 1997, the Size and Shape Report, the National Plan for Higher Education and the National Working Group are briefly overviewed. The author concludes with a brief overview of the anticipated higher education landscape as from 2004. en_US
